Libya and Nuclear Proliferation
For over three decades the Libyan regime of Colonel Muammar Gadhafi, driven by the core motive of deterring external threats to its security and long-term survival, sought to acquire nuclear weapons. It attempted but failed to procure them directly off the shelf from several states during the 1970s, but by late 2003, with help from the A.Q. Khan network, it had succeeded in assembling much of the technology required to manufacture them. Nevertheless, following secret negotiations with the UK and US governments, in December 2003 Gadhafi took the strategic decision to abandon the pursuit of nuclear and other weapons of mass destruction. This decision reflected the regimes radically altered security perceptions during the 1990s and the first years of the twenty-first century. It was in this context that the pursuit of nuclear weapons came to be viewed as a strategic liability as opposed to potentially creating a deterrent.
